11.--As from the completion of the construction of the line the

board of management shall have the entire control of the railway

for the purpose of the working thereof and shall establish a sufficient

service of through trains from end to end and of through fares no

preference being shown to either section over the other. Such fares

shall be charged as shall be consistent with the realisation of a

if possible reasonable profit therefrom and sufficient to provide a surplus

for payment on the net profit certificates to be issued by

the Chinese Government thereunder. Either Government may

on any sufficient cause submit propositions for a revision of fares

in any particular instance or instances subject as to any agreement

for revision thereof to the consent of the Corporation under the loan

agreement such consent not to be unreasonably withheld. Each

Government may require its postal service to be carried on the

railway at special rates which shall be uniform for each Government

and be fixed by the Board and may also require troops and munitions

of war to be carried at half rates and special trains to be provided

for such service.
